# Governance

Kuiper is governance-minimized. The protocol owner, possibly a DAO in the future, is only capable of taking the following actions:

* changing the minimum license fee (set at launch to 0.1%) .
* changing the percentage of license fee revenue collected by the DAO. This percentage cannot be set above 20%.
* changing the owner of the Kuiper factory contract. The only privilege afforded to the contract owner is the right to receive a maximum of 20% of license fee revenue.
* changing global protocol parameters relevant to the aggressiveness of auctions.
